Distributing or Publishing?
An online game distributor is a company that markets games through promotion and payment management. They are partnered with the true publishers of the game. They do not handle the game servers.

An online game publisher, on the other hand, does most of what a distributor does, and also handles and maintains the servers of the game. They are more connected to the game developers than distributors.

e-Games, for example, is a publisher of RAN Online, but is a distributor of Granado Espada.

There may be variations regarding the differences of the two depending on the terms and agreements of parties involved, but in the most basic sense those are the responsibilities of publishers and distributors.
